
Arlene F. Banoul has worked for the SPD since 1978, when she was hired as the SPD budget analyst and legislative liaison. The Agency promoted Arlene to Director of the Administrative Unit in 1982. This unit was later recognized as a Division. The Division currently includes the following functions: budget, payroll, fiscal and collections.
Arlene has been instrumental in the development of 10 agency biennial budgets. She has spoken at numerous SPD conferences and at the national management conference of the National Legal Aid and Defender Association (NLADA). In 1998, Arlene received the Supervisor of the Year award from the Wisconsin Capital Chapter of the American Society for Public Administration.
Prior to joining the SPD, Arlene worked at the Legislative Fiscal Bureau where she staffed major initiatives regarding court reform and defense services. In addition, she was a reporter for news organizations in the Midwest, including the Decatur Herald and Tribune and the Lafayette Journal Courier. Arlene earned her undergraduate degree in journalism from Northwestern University and a masters degree in public administration from the University of Wisconsin's LaFollette Institute. Arlene is also a graduate of Duke University’s Executive Management Program.
